If you're worried about your child's speech, the general rule of thumb is that children should be 25% intelligible (or able to be understood) by 18 months, 50-75% intelligible by 24 months, and 75-100% intelligible by 36 months. When sound errors persist beyond 3 years of age, most children outgrow these errors, but some children don't. The need for speech therapy then depends on which sounds are still in error or still difficult for the child (if it's an early-developing sound versus a later-developing sound), how intelligible the child is, and if the child is showing significant signs of frustration because he/she is hard to understand. Normally all sounds in the English language develop by 8 years of age.
